QisLib_SetStructureLabels

Function:
	int QisLib_SetStructureLabels(const char* OptionString);

Inputs:
	OptionString: A string with the following format [Backus-Naur form]
	< OptionString > : "All" | "Off" | < Level > { "," < Level > }
	< Level > : A number >= 0

Return:
	success: 0
	failure: one of the following values :

Errors:
	-1: QisLib has not been initialized.
	-2: The specified input is invalid (null).
	-3: The format of the input arguments is invalid.

Description:
	- Controls whether the cell references on a particular hierarchy level are labeled
	with a cell name.
	- Can be used in conjunction with QisLib_SetNestingLevel and
	QisLib_SetStructureOutline to control how cell references are drawn.

Example:
	QisLib_SetStructureOutline("All");
	QisLib_SetStructureOutline("Off");
	QisLib_SetStructureOutline("1,2");
